Can I Re-Order My Contacts?

Yes, on the 'Opportunity Details' page for a particular opportunity. On the right side of the screen, there is your list of contacts. Next to each contact, there is a grid of dots button which you can use to move the contacts around if you need to prioritize a specific contact.
